Public housing residents were forced to take unpaid leave, use sick days, and otherwise change their schedule on short notice to sign a new RRHA lease. Residents were not given an opportunity to offer input on the lease and were told refusing to sign it would lead to eviction. Central Virginia Legal Aid Society successfully argued this lease was illegal.

Many residents were charged an unfair $5 late fee on recent rent statements. During the heavy snow this winter the US Postal Service was unable to deliver Richmond public housing residents' rent on time to the Baltimore, MD bank that manages the account. Why should residents be charged fees for something they are have no control over? And why are they unable to pay rent in their own city?
